Model registry

Introduce a full-fledged model registry on top of the core data model. It should track versions, stages (staging, production, shadow), lineage, and attached artifacts. Users need promotion workflows with approvals, automatic notifications, and the ability to compare evaluation metrics.

Engineering scope: new backend APIs, UI surfaces within the dashboard, webhooks/CLI commands for CI integration, and policy checks before allowing a promotion.
